Salary Information

HL20 - $70,726.00 - $91,943.00 per annum.

Duties and Responsibilities

  • Reporting to the Director of Workforce Planning, the Manager will lead the strategic planning, operations and overall direction of the Economic Immigration Ideas Lab (EIIL), with a focus on equitable immigration, settlement, and integration policy.
  • Align multi-year and annual plans with NL Workforce Innovation Centre (NLWIC) and those of the provincial and federal government in consultation with the Department of Jobs, Immigration and Growth (JIG) priorities.
  • Oversee research, pilot programs, and stakeholder engagement to inform evidence-based policy and practice.
  • Provide expert advice to government, community, and private-sector partners.
  • Manage budgets, performance metrics, reporting, and staff.
  • Strengthen regional outreach and develop localized immigration strategies.
  • Pursue funding and improve Lab operations for long-term impact and sustainability.
  • Prepare strategic reports and presentations.
  • Perform other related duties as needed.

Screening Criteria

  • Bachelor's degree in public administration, public policy, or social sciences (equivalencies will be considered).
  • Experience developing or advising on immigration, settlement, or integration initiatives.
  • Experience engaging and collaborating with diverse stakeholders.

Assessment Criteria

  • Knowledge of federal and provincial immigration policies and newcomer supports.
  • Knowledge of immigration and integration challenges to Canada; particularly in Newfoundland and Labrador.
  • Knowledge of policy, evaluation, and data analysis.
  • Stakeholder engagement and relationship building skills.
  • Strategic planning and critical thinking skills.
  • Ability to effectively exchange information.
  • Ability to lead initiatives and teams.
  • Ability to manage time, tasks, and resources effectively. 
  • Cultural competency and ability to work across diverse and cross-sectoral environments.
  • Professionalism.
